About this opportunity

The U.S. International Development Finance Corporation (DFC) is seeking a custodian bank to provide global custodial services for its securities investments through a Master Custody Agreement. The DFC requires a financial institution that can hold assets and settle securities transactions on its behalf, work with brokers and clearinghouses to finalize transactions, receive and record all assets, transfer funds to the U.S. Treasury, and provide comprehensive financial reporting and compliance support across applicable tax and regulatory regimes. The custodian must have global capabilities to handle securities transactions across various markets including Brazil, India, Mexico, Nigeria, Ghana, Kenya, Vietnam, Indonesia, Philippines, Singapore, the U.K., and the USA, with DFC's total exposure across all products estimated at approximately $50 billion as of September 30, 2024. The contract will be evaluated based on the offeror's capabilities to meet technical requirements and price, with the government awarding to the offeror providing the best value. The original proposal deadline has been extended to July 28, 2025, at 5:00 PM EST.

This solicitation has no set-aside designation and is open to all qualified offerors, with no incumbent contractors identified in the documentation. The contract structure is anticipated to be either a firm-fixed price agreement with a potential 5-year Blanket Purchase Agreement or a 12-month base contract with four 12-month option periods. The custodian will primarily handle equity securities and fund investments, with no requirement for currency hedging but must comply with local tax jurisdictions and provide annual SOC 1, Type 2 reports demonstrating robust internal controls. The place of performance will be at the vendor's financial institution, reflecting the nature of custodial banking services. The solicitation emphasizes that the custodian must provide system interfaces and support to efficiently enable services while maintaining the capability to handle public securities from high-income countries resulting from DFC's private investments in eligible developing countries.
