About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking contractor support for U.S. Fleet Cyber Command's Risk Management Framework (RMF) Assessment and Authorization (A&A) processes. The acquisition will involve providing expert cybersecurity services to support RMF A&A and Authorization to Use/Connect (ATU/C) activities across various technical domains. Key personnel requirements include multiple cybersecurity analysts with high-level security clearances, specifically one Senior Cybersecurity Analyst/Program Manager with TS/SCI clearance, five Senior Cybersecurity Analysts (TS/SCI), and several other specialized cybersecurity roles. The Sources Sought Notice indicates responses are due by February 13, 2025, and must be submitted to charles.c.christie5.civ@us.navy.mil with specific documentation including company information, CAGE code, and capability statements. The government plans to release the full solicitation in mid-to-late March 2025 with a subsequent 30-day response period.
The contract opportunity is currently designated as a Total Small Business set-aside, using NAICS code 541519 with a small business size standard of $30 million. The period of performance will span a base year from July 27, 2025 to July 26, 2026, with four potential one-year option periods that could extend the contract through July 26, 2030, and potentially include a 6-month extension through December 26, 2030. Work will be primarily performed at U.S. Fleet Cyber Command facilities in Suffolk, VA, with up to 20% telework permitted. This is a follow-on requirement to an existing task order (N0018923F0130) under contract GS-35F-0414U, suggesting continuity of operational needs. All contractor personnel must meet DoD Cybersecurity Specialty Area 611 requirements and maintain appropriate security clearances, with specific emphasis on TS/SCI and Secret-level clearances for different analyst roles.

Public Law 113–283 Federal Information Security Modernization Act of 2014 (FISMA) entitled each federal agency to develop, document, and implement an agency-wide program to provide information security for the information and information systems (IS) that support the operations and assets of the agency, including those provided or managed by another agency, contractor, or other source. FLTCYBERCOM has a need for contractor-provided support services to support the NAO Directorate to conduct all RMF A&A functions and tasks, and develop current and future Navy cyber security policy to support the application of RMF across the DON to ensure all Navy IT meet DoD/DON Cybersecurity directives, policy, instructions and orders.
