About this opportunity
NASA's Shared Services Center is conducting a sole source procurement for development of zirconium carbide and superior high temperature ceramics for nuclear fission applications, with a capability statement submission deadline of October 8, 2026 at 7:00 a.m. Central Standard Time. The Government intends to award to Penn State University based on its decade-long collaboration with NASA Langley Research Center on exotic material composites using Field Assisted Sintering Technology (FAST), proven production of hafnium carbide and tantalum carbide materials currently tested on the International Space Station, and demonstrated capability to produce novel materials expeditiously at lower cost. The three-month Phase 1 effort requires development of optimal FAST parameters for zirconium carbide densification and production of 10 test disc samples (40 mm outer diameter × 5 mm) suitable for hydrogen corrosion testing, with deliverables shipped to NASA Langley for testing and evaluation. The work targets ultra-high temperature ceramics capable of withstanding radiation and temperatures exceeding 1500 degrees Celsius for potential nuclear thermal propulsion, lunar infrastructure, and commercial low-Earth orbit applications. Interested organizations may submit written capability statements to Shanna L. Patterson (Shanna.L.Patterson@nasa.gov) to demonstrate qualifications; the Government retains sole discretion to conduct this procurement competitively or proceed as sole source. Only written capability statements will be considered; oral communications and quotes are not acceptable. Performance occurs at NASA Langley Research Center; NAICS 611310 applies.
