About this opportunity

NASA's Wallops Flight Facility, administratively assigned to Kennedy Space Center, is conducting market research with an October 30, 2026 response deadline to gauge interest in expanding payload processing infrastructure on approximately 15 acres of North Wallops Island, Virginia. Eligible respondents are U.S. federal and state government agencies and U.S. commercial providers as defined in the Space Commerce Act. NASA will retain land ownership but may lease parcels to qualified operators for development, operation, and maintenance of facilities supporting mega-constellation payload processing missions.

Responses must address five areas: proposed use and concept of operations aligned with NASA's mega-constellation objectives; acreage requirements, safety considerations, and site development plans; infrastructure needs including electrical power, water, wastewater, communications, road access, and fuel or propellant storage; operational profile covering processing frequency, on-site personnel, security requirements, and annual events; and demonstrated experience constructing and operating comparable payload processing infrastructure. Submissions must not exceed 10 pages, use Times New Roman 12-point font, and be submitted in PDF format to Philip.H.Smith@nasa.gov and Christina.L.Williams@nasa.gov with "RFI-WFF-PayloadProcessing-2026" in the subject line. An Industry Day is scheduled for September 22, 2026 at 1:00 p.m. EDT; registration requests are due by September 16, 2026. This RFI is for planning purposes only and does not constitute a solicitation. NASA will not reimburse response costs but reserves the right to issue a competitive Announcement for Proposals based on responses received.
