About this opportunity

NASA's Wallops Flight Facility, administratively assigned to Kennedy Space Center, is conducting market research through a Request for Information to assess industry interest in developing additional orbital launch infrastructure on approximately 150 acres of South Wallops Island, Virginia, with responses due October 30, 2026. Eligible respondents include U.S. domestic entities—commercial providers, federal agencies, and state governmental organizations as defined under the Space Commerce Act—only. NASA intends to retain land ownership but may lease parcels for facility development and operations; the Virginia Spaceport Authority's existing 118-acre leasehold is excluded from this opportunity. Respondents must address five mandatory topics: project concept aligned with orbital launch expansion objectives, footprint and land requirements including safety considerations and future expansion needs, infrastructure requirements (electrical power, water, wastewater, communications, road access, fuel or propellant storage, utilities), operational profile (launch frequency, personnel, special security requirements, vehicle class), and background demonstrating capability to construct, operate, and maintain comparable launch infrastructure. Responses must not exceed ten pages in Times New Roman size 12 font, submitted as PDF to Philip.H.Smith@nasa.gov and Christina.L.Williams@nasa.gov with subject line "RFI-WFF-LaunchCapacity-2026." An Industry Day is scheduled for September 22, 2026, at 9:00 a.m. EDT; written registration requests are due by September 16, 2026. This RFI is for planning and market research only and does not constitute a commitment to contract; NASA reserves the right to issue a competitive Announcement for Proposals based on responses received.
