About this opportunity
The Federal Railroad Administration issued a Notice of Intent to sole-source a Phase II research contract to Jensen Hughes, Inc. for development of a computational fluid dynamics model to quantify explosion hazards in lithium-ion battery-powered rail vehicles, with capability statement responses due September 21, 2026 at 12:00 PM EST.
The proposed research will generate experimental data on battery energy storage systems in rail equipment and validate CFD models for assessing explosion hazards in rail applications. This continuation effort follows Phase I work completed under competitive BAA-2023, Topic FRA RS-001, which produced small-scale and large-scale testing of battery enclosures for retrofit battery electric locomotives and a pre-test CFD model based on publicly available data. The FRA identifies Jensen Hughes as uniquely qualified due to specialized data and technical continuity developed during Phase I, with award to another contractor risking cost duplication and project delays. The period of performance is approximately fifteen months.
Although this is a sole-source procurement, the FRA invites capability statements from interested parties demonstrating ability to perform the continuation effort without disruption, cost duplication, or loss of program continuity. Responses should be directed to Isaac Rosier, Jr. at isaac.rosier@dot.gov.
Notice text
The proposed research aims to generate experimental data relevant to battery energy storage system (BESS) usage in rail equipment and use it to validate a computational fluid dynamics (CFD) model for assessing explosion hazards in rail applications.
