About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotes for the development of a biologging cetacean dorsal fin tag that measures conductivity or salinity for bottlenose dolphins. This three-year research and development project requires the contractor to create a lightweight tag (approximately 90 grams or less) capable of measuring water salinity from 0-40 PSU with 1.0 to 2.0 PSU accuracy, while also archiving and transmitting data via Argos satellites and UHF transmitters for real-time tracking. The project is structured in multiple phases including sensor development, laboratory testing, and field testing conducted in collaboration with the Sarasota Dolphin Research Program and the National Marine Mammal Foundation. Evaluation will be based on Technical Approach and Corporate Experience, with these non-price factors being significantly more important than price considerations. Questions regarding this requirement must be submitted by August 25, 2025 at 12:00 PM MT, and quotes are due September 2, 2025 at 10:00 AM MT via electronic submission to specified NOAA contracting personnel.
This opportunity is designated as a 100% Total Small Business set-aside with an estimated total value ranging from $400,000 to $500,000 over the entire performance period. The contract will be structured as a hybrid Time-and-Materials and Firm-Fixed-Price purchase order with a base period running from September 30, 2025 to September 29, 2026, plus potential option phases. The contractor will be required to develop up to 26 total tags across different versions: 3 Version I tags for initial testing, 3 Version II tags for initial live dolphin testing, 10 Version III tags for additional testing, and 10 final version tags for deployment. The work will be performed in Silver Spring, Maryland, and quoters are encouraged to provide subcontracting opportunities with AbilityOne contractors, though this is not a mandatory requirement. The project aims to monitor dolphin health particularly in low-salinity environments and will involve extensive field testing with authorized research partners.
