About this opportunity

The F-35 Lightning II Program Office, under the Department of the Navy Naval Air Systems Command, intends to solicit contract actions from Lockheed Martin Aeronautics Co. for comprehensive engineering, maintenance, logistics, and material support for the F-35 Lightning II aircraft program. The procurement will focus on sustaining ongoing development, production, and maintenance of software builds, as well as supporting developmental ground and flight testing at multiple military installations including Edwards Air Force Base, Naval Air Station Patuxent River, Eglin Air Force Base, and Nellis Air Force Base. The contract will support U.S. Air Force, U.S. Marine Corps, U.S. Navy, Foreign Military Sales customers, and F-35 Cooperative Program Partner nations. The acquisition is being pursued on a sole-source basis under 10 U.S.C. 3204(a)(1), with Lockheed Martin deemed the only qualified source due to its unique position as the sole designer, developer, manufacturer, and integrator of the F-35 aircraft and associated systems. Interested parties may submit a capability statement, with the response deadline set for May 30, 2025.

The pre-solicitation notice indicates no specific set-aside designations for the contract. Lockheed Martin Aeronautics Co. is the exclusive incumbent and proposed contractor, with the contract specifically targeting their proprietary technical data, software, algorithms, and expertise. While no specific award value is mentioned, the scope suggests a substantial multi-year engineering and support contract covering complex aircraft development and testing activities. Subcontracting opportunities may be available and can be coordinated directly with Lockheed Martin. The export-controlled nature of the F-35 Lightning II Program data restricts access to foreign sources or representatives. Potential respondents can contact Emma Stevens at 817-655-8902 for additional information, though no telephone inquiries will be formally accepted. The government retains full discretion to determine whether to proceed with competitive procurement based on received capability statements.
