About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, intends to procure critical software development, integration, and sustainment services for the Acoustic Operational Flight Program (AOFP) supporting multiple military aircraft platforms including the P-8A Maritime Patrol and Reconnaissance aircraft, MH-60R, MV-22, and MQ-9. The scope of work encompasses engineering and technical tasking, capability development and sustainment activities, research and development for new acoustic capabilities, deficiency corrections, and integration and test support for P-8A Increment 3 Acoustics integration. Key objectives include advancing next-generation Anti-Submarine Warfare system capabilities through Undersea Advantage Block 1 and implementing enhancements to the Net Ready Acoustic Architecture Migration and Multistatic Active Coherent-Enhancements systems. This procurement will be evaluated on the government's determination that only one responsible source can satisfy the agency's requirements under 10 U.S.C. 3204(a)(1). The proposal submission deadline is February 2, 2026, with the notice posted on January 23, 2026.
The contract will not utilize any small business set-aside designations and is intended as a Cost-Plus Fixed Fee award to The Boeing Company, the original equipment manufacturer and sole vendor possessing the requisite technical expertise, specialized facilities access, and proprietary technical data necessary to execute the program. Boeing's Huntington Beach, California facility will serve as the place of performance for this five-year contract. The government has determined that Boeing's position as the AOFP's original equipment manufacturer makes it the only vendor capable of meeting the technical and operational requirements, particularly regarding access to specialized facilities and comprehensive technical knowledge of the system. This notice is published for information purposes only and does not constitute a formal request for proposal, reflecting the non-competitive procurement authority under which this award will be made.
