About this opportunity
NASA's Shared Services Center issued a sole-source Special Notice for Development Builds for Low Overhang Turbine Blades with Minimal Dross and Supports, with capability statements due by 12:00 p.m. Central Time on June 17, 2026. The procurement intends to award to ELEMENTUM 3D, INC. (Erie, Colorado) under FAR 12.102(a) as the sole provider determined capable of meeting the requirement.
The effort supports the InRoDES rotating detonation rocket engine development program at NASA Marshall Space Flight Center and involves precision laser powder bed fusion additive manufacturing of Inconel 718 turbine blades and shaft components. The vendor must deliver fourteen build plates across four sequential phases: seven design-of-experiments builds optimizing hatch parameters to minimize dross on low overhang surfaces; three DOE builds testing support structure configurations for contactless or minimal-contact supports; one optimization build incorporating metallurgical inspection results with locally varying print parameters; and two final production builds. Manufacturing uses an SLM Solutions 280 machine with 30-micron layer height. Performance spans July 2026 through November 2026, with deliverables shipped to Marshall Space Flight Center, Building 4631, Huntsville, Alabama.
Interested organizations may submit written capabilities and qualifications to the identified point of contact by the deadline. The Government will evaluate responses solely to determine whether to convert this to competitive procurement; no oral submissions are accepted. The determination to remain sole-source rests solely within Government discretion.
