About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is conducting a sources sought notice for development and validation of epigenetic aging models for Northwest Atlantic fish species, with responses due by June 5, 2026. This is market research only and does not constitute a solicitation or obligate the government.
NOAA anticipates awarding a single Firm-Fixed Price contract for a 5-year performance period inclusive of option years. The requirement falls under NAICS 541380 (Testing Laboratories and Services) with a small-business size standard of $19 million. NOAA is especially interested in responses from SBA-certified small business concerns.
The Northeast Fisheries Science Center seeks contractor capability to develop an epigenetic clock using DNA methylation rates in haddock as the primary species, validate the model against Atlantic cod and black sea bass, and apply it to goosefish—a species that cannot be reliably aged through traditional otolith methods. The base-year contract encompasses eight core tasks to be completed within twelve months: project kickoff and sample coordination (250–350 fin clip samples per species plus 20–40 goosefish samples), DNA extraction and quality control, DNA methylation sequencing using next-generation techniques, bioinformatics and machine learning model development, and validation with error rate calculations and statistical confidence intervals. Deliverables include a project plan (30 days), sequencing data in FASTQ/BAM format (6 months), draft report with algorithms (9 months), and a final report with validated models and presentation to the NOAA Fisheries Science Board (12 months). Three optional periods cover processing 500–1,000 additional samples for goosefish experimental culturing validation, windowpane aging, and potentially shark species development.
The contractor must provide all personnel, equipment, materials, laboratory facilities, and bioinformatics infrastructure. NOAA furnishes biological tissue samples with associated metadata. Place of performance is the contractor's facilities with virtual progress meetings and presentations.
