Notice text

Added: Apr 11, 2016 6:27 pm This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to National Ground Water Association, 601 Dempsey Road, Westerville, OH 43081 for the acquisition of services to take pre-existing data and put it into a form that can be distributed to public health practitioners to improve well water outreach and education programs.

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 813910, Business Associations.

The period of performance for this procurement is one 12-month base period.

The purpose of this procurement is for National Ground Water Association to provides services taking pre-existing data and putting it into a form that can be distributed to public health practitioners to improve well water outreach and education programs. In 2011, the Health Studies Branch of the National Center for Environmental Health launched the Clean Water for Health program to build state and local capacity to protect populations and communities served by unregulated drinking water systems. In 2014, the National Ground Water Association (NGWA) along with subcontractors, the Water Quality Association (WGA) and the Ohio State University College of Public Health (OSU), was awarded a contract to aid the program by addressing a gap of current knowledge and understanding to identify the types and provide examples of educational campaigns that are most effective at getting well owners to 1) regularly test their unregulated drinking water, and 2) implement interventions to reduce exposures to contaminants. This acquisition will further this work by using the data from the final report to develop manuscripts, presentations at national partner conferences and a toolkit for water programs across the United States.

NGWA, who conducted the initial literature search, data collection, and analysis, is the only entity who can do this work because they are familiar with the data that were collected, how they were compiled and analyzed, the interpretation of the data, and the best ways to take the information gleaned from the original project and translate it into dissemination products to inform public health.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to National Ground Water Association. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov NO LATER THAN 6:00pm EST on April 26, 2016. Reference solicitation number 2016-Q-64953 in the subject line of the email.

A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement
