About this opportunity

The National Aeronautics and Space Administration (NASA) has issued a Special Notice for a sole source requirement to develop and test a Harmonized Landsat Sentinel-2 (HLS) Geospatial AI Foundation Model (GeoFM) to support science-driven advances in earth observation. This requirement is being managed by NASA's Inter-agency Implementation and Advanced Concepts Team (IMPACT) at the Marshall Space Flight Center.

The purpose of this effort is to design, build, and evaluate the HLS GeoFM to advance and explore a wide range of geospatial science tasks. NASA is seeking research and science expertise from the contractor, Arizona State University (ASU), to assist in developing enhancements to the model's architecture, create labeled science training data and documentation for benchmarks, organize outreach and training activities, and support the validation and evaluation of the FM's performance on downstream use cases. The period of performance is from September 1, 2024 through February 28, 2026, with the place of performance at facilities at ASU. NASA has determined that ASU is the sole provider capable of meeting the required specialized expertise and is justifying a sole source award under FAR 13.106-1(b)(1)(i).
