The underlying effort involves developing a cloud-native data platform pilot for NASA's Global Modeling and Assimilation Office (GMAO) to ingest, convert, and serve the MERRA-21C climate dataset as Analysis-Ready Cloud Optimized (ARCO) data, supporting NASA's Open Science initiative. The three-month contract will encompass three primary tracks: ingesting and converting MERRA-21C data to Zarr format on the Arraylake platform, developing and benchmarking dynamic regridding and aggregation capabilities with greater than 10x I/O latency reduction, and configuring a public API endpoint for zero-download access to the data. Contractors must submit capabilities in writing only, and the government reserves the sole discretion to determine whether to proceed competitively based on responses received. Synopsis:

NASA/NSSC has a requirement for Develop and deploy software to enable efficient access to and analysis of NASA model data. 

NASA/NSSC intends to issue a sole source contract to EARTHMOVER PBC, 169 Madison AVE STE 2569, New York, New York 10016-5101, under the authority of FAR 13.106-1(b)(1)(i). It has been determined that EARTHMOVER PBC is the sole provider of Develop and deploy software to enable efficient access to and analysis of NASA model data.

NASA/NSSC will be the procuring center for this effort.  Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 513210

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. Central Standard Time on 3/13/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
