About this opportunity

The U.S. Army Corps of Engineers Detroit District is conducting market research to identify qualified contractors for lead service line removal services in Detroit, Michigan. This Sources Sought notice is for market research purposes only and does not constitute a formal solicitation or commitment to award a contract. The primary objective is to assess the availability of qualified sources under NAICS codes 237110 (Water and Sewer Line and Related Structures Construction) and 562910 (Environmental Remediation Services) to determine the appropriate procurement method. Potential respondents must demonstrate specific experience with lead service line removal projects and provide detailed information regarding company capabilities, bonding capacity, business size, and socioeconomic status. The deadline for submitting responses to the questionnaire is December 23, 2025, and interested parties should note that no funds are available for response preparation and no feedback will be provided to respondents. The government emphasizes that responses are voluntary and will not be returned, and participation in this market research does not preclude future participation in formal solicitations.

Based on the responses received to this Sources Sought notice, the government will determine whether to set aside the contract for small businesses in full or in part, or to proceed with full and open competition, with all small business set-aside categories being considered for potential use. No incumbent contractors or current contract holders are identified in this notice. The notice does not specify an award value or budget range for the anticipated contract. Respondents are required to submit three project examples demonstrating relevant lead service line removal experience, detail their subcontracting approach, and indicate their interest in bidding on any future solicitation. The agency will not accept telephone inquiries regarding this market research effort, and this notice serves solely to inform the government's procurement strategy for what is anticipated to be a future formal solicitation.
