About this opportunity

The US Agency for International Development (USAID) Bureau for Management seeks to award a sole source cooperative agreement to the National Academies of Sciences, Engineering, and Medicine (NASEM) for the continuation of the Jefferson Science Fellowship program. The five-year cooperative agreement, valued up to $4.5 million, will support an innovative program that places tenured U.S. faculty members in one-year immersive assignments at USAID or the State Department to contribute technical expertise to policy formation. NASEM is being selected as the exclusive provider due to its unique capabilities in managing the program, which has successfully placed nearly 200 fellows since 2003, with an efficient cost structure of approximately $70,000 per fellow annually compared to $250,000 for similar technical fellowship programs. The fellowship focuses on critical areas including climate change, food security, global health, and innovation partnerships, providing mutual benefits to both government agencies and participating academic institutions. The cooperative agreement is scheduled for award on March 30, 2025, with the intention of continuing this strategic program that enhances understanding of policy, diplomacy, and international development.

Notice text

The Jefferson Science Fellowship program is an innovative model for engaging faculty in the U.S. foreign policy and international development process through a one-year immersive, applied experience in the U.S. Department of State or USAID. Open to tenured, or similarly ranked, faculty from U.S. institutions of higher learning who are U.S. citizens, Fellows are embedded at State or USAID where they become conversant in operations and processes while contributing their technical expertise to policy formulation and implementation. Faculty return with a deeper understanding of policy, diplomacy, and international development to augment their research

and teaching. Jefferson Science Fellowships are a mutually beneficial partnership between government and participating U.S. academic institutions. Since 2003, the Department of State and USAID have hosted nearly 200 Jefferson Science Fellows (50 at USAID).

The Innovation, Technology, and Research Hub’s Research Division (ITR/R) seeks to award a cooperative agreement to NASEM in FY2025 for the implementation of the Jefferson Science Fellowship program, for five years and up to $4,500,000.

Awarded contract TBD to unknown vendor for unknown amount on 2025-03-30.
