About this opportunity
The United States Marine Corps has issued a Special Notice for a proposed contract action involving Marine Expeditionary Forces support for Communications-on-the-Move (COTM) and Communications-at-the-Halt (COTH) SATCOM terminals. The notice specifically addresses a contract for program management, engineering support, and equipment sustainment for two Land Mobile Terminals (LMT) and five Multi-Mission Terminals (MMT). This special notice is being published under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which allows contracting officers to solicit from a single source under certain circumstances. The notice is categorized under the NAICS code 334290 for Other Communications Equipment Manufacturing and falls under the PSC category R499 for Professional Support Services. The Marine Corps is seeking to acquire specialized communication terminal support services through a sole-source procurement approach.
The primary objective of this Special Notice is to explain the rationale for soliciting only one source for the USMC communication terminal support contract. The contracting officer has determined that the circumstances of the contract action justify a single-source selection, citing potential factors such as urgency or exclusive licensing agreements. The notice indicates that the requirement is not expected to exceed the simplified acquisition threshold, which provides some flexibility in the procurement process. Eligible contractors will need to demonstrate specialized capabilities in managing, engineering, and sustaining USMC-owned communication satellite terminals. While specific contractor qualifications are not detailed in the notice, potential vendors must have expertise in supporting Marine Expeditionary Forces communication infrastructure. The scope of work includes comprehensive support for the specified terminals, encompassing program management, engineering services, and logistics sustainment. Contractors interested in this opportunity should carefully review the attached memorandum, which provides additional details about the sole-source justification and the specific requirements of the contract.
Notice text
This Special Notice serves as a synopsis of proposed contract action.
The service provides Marine Expeditionary Forces support for USMC-owned Communications-on-the-Move (COTM) and Communications- at-the-Halt (COTH) SATCOM terminals with program management support, engineering support, and equipment sustainment support. The scope of this effort includes the contractors program management support, engineering support, and sustainment logistics to support USMC-owned COMSATCOM terminals. Two (2) Land Mobile Terminals (LMT) and five (5) Multi-Mission Terminals (MMTs) shall be covered under the Service. All terminals covered by the contract are USMC-owned terminals.
- FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
- As required by FAR 13.106-3(b)(3)(i), the attached memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement (or portion of the requirement to be sole-sourced) is not expected to exceed the simplified acquisition threshold.
