About this opportunity

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking to procure 132 helicopter detectors (NSN 7R-6665-011447117-LU) through a sole source procurement from General Nucleonics. The agency intends to repair these specialized detection instruments using the original equipment manufacturer, as the government does not own the technical data rights to source from alternative vendors. All responsible sources may submit capability statements, proposals, or quotations, which will be considered by the agency, with the procurement being conducted under 10 U.S.C. 2304(c)(1) and supplemented by FAR 6.302. Electronic procedures will be used for this solicitation, with the RFP/solicitation to be posted on NECO, and interested organizations must submit their capabilities and qualifications via email to Lauren.n.phillips6.civ@us.navy.mil by January 20, 2025. Proposals received within 45 days of the synopsis will be evaluated, with an anticipated award date of March 2024.

This procurement is not a small business set-aside and will utilize electronic submission procedures without telephone requests or hard copy mailings. The contract involves 132 units with a delivery FOB origin, classified under NAICS CODE 334511 and FSC 6665 for hazard-detecting instruments. General Nucleonics is expected to be the sole awardee, as they are the original equipment manufacturer and the only known source for repair support of these specific helicopter detectors. Any firm not already approved to manufacture the material must submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval. The procurement will be conducted using provisions, clauses, and procedures prescribed in FAR Part 12, with the government considering received information primarily to determine potential competitive procurement strategies.
