About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives seeks detection canines—Labrador Retrievers trained for explosive, accelerant, and evidence detection—via a partial small business set-aside IDIQ contract with proposals due June 25, 2026. Amendment 0001 extended the original June 22 deadline by three days.

Place of performance is Front Royal, Virginia. The contract runs five years (July 28, 2026 through July 27, 2031) divided into one 12-month base period and four 12-month option periods, with anticipated procurement of approximately 12 canines annually across all vendors, totaling 1 to 60 canines. The minimum government obligation is $1,000 with a ceiling of $1,168,009.88 over the contract lifetime. Award will be firm fixed-price to multiple vendors.

Contractors must supply Labrador Retrievers aged 12 to 24 months—altered males or females bred for service or field trial work; silver Labradors are excluded. Canines must be in pristine health, well-socialized, exceptionally trainable, and athletic, with documentation of required vaccinations (DHLPP, Rabies, Bordetella) and radiographs (VD hips, lateral elbows) submitted within 14 days of order. Canines undergo four-phase evaluation: documentation review, training suitability testing (within 7 days at vendor or National Canine Center facility), medical screening by ATF veterinarian, and training at the National Canine Center in Front Royal. Contractors must return ineligible canines at their own expense and either replace within 30 days or refund within 5 business days. Payment occurs upon successful completion of all evaluations.

Offerors must provide minimum three past-performance references from the last three years, rated no lower than Neutral Confidence, a technical approach rated no less than Satisfactory Confidence, and fair and reasonable pricing inclusive of all care and transportation costs. The NAICS code is 112990 (All Other Animal Production); the PSC code is 8820 (Live Animals, Not Raised For Food). Contracting Officer Brian Wilkins may be reached at 202-648-9120 or Brian.Wilkins@atf.gov.
