About this opportunity
The Department of Labor's Bureau of Labor Statistics (BLS) Office of Survey Methods Research (OSMR) is seeking potential solutions for designing, installing, and maintaining a cognitive laboratory at the Suitland Federal Center. The Request for Information (RFI) aims to identify vendors capable of providing hardware and software to support cognitive, behavioral, observational, and interactive research with human subjects. Key contract requirements include designing a lab suite with four specialized rooms, implementing audio/video recording capabilities, providing portable research equipment, and offering staff training. Responses will be evaluated and categorized as "Relevant" or "Irrelevant," with potential follow-up demonstrations to a government panel of Subject Matter Experts. Critical submission deadlines include December 17, 2024, for questions and December 20, 2024, at 12:00 PM EST for response submissions.
The procurement does not currently have a specific small business set-aside, though the government may choose to pursue this option. Responses must include detailed company capabilities, historical information, business size status, and rough order of magnitude pricing, not exceeding 10 pages. While no specific contract award value is mentioned, the comprehensive requirements suggest a potentially significant investment in research infrastructure. The solicitation indicates the possibility of multiple awards and emphasizes that no contract will be awarded based solely on RFI responses. Vendors must note that cloud-based systems are not permitted, and the project involves equipping a lab suite with observation, focus group, interview, and usability rooms, along with ongoing maintenance and training for up to 10 employees.
Notice text
The purpose of this RFI is to gather information about potential solutions to achieve the following high level objectives:
- Design, provide, install, and maintain hardware and software to support cognitive, behavioral, observational, and interactive research with human subjects in the new Bureau of Labor Statistics Office of Survey Methods Research (OSMR) laboratory facility at the Suitland Federal Center.
- Provide and maintain portable hardware and software to support cognitive, behavioral, observational, and interactive research with human subjects in other locations.
- Provide training to BLS staff.
Responses to this RFI will be reviewed by DOL for their applicability to the Government’s need and determined to be “Relevant” or “Irrelevant” to the above problem. Offerors of “Relevant” responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.
See attached RFI document for details.
