About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a sole source contract for the design and development of an integrated AN/URN-33 Printed Wiring Board (PWB) module that converts ship heading input formatted in the USN proprietary OD-19 message format to NMEA 0183 RS-422 format, along with all necessary hardware and software. The procurement also requires updates to OE-4691 drawings to incorporate the antenna radome lanyard and supporting hardware from the OE-273 design. NAVAIR has determined that Thales USA, Inc., located in Overland Park, Kansas, is the only responsible source capable of fulfilling these requirements due to its exclusive expertise as the sole designer, developer, and manufacturer of TACAN systems. The authority for this sole source procurement is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1 for "Only One Responsible Source" situations. This Pre-Solicitation Notice was posted on November 17, 2025, with a due date of December 2, 2025, though this notice is published for informational purposes only and does not constitute a request for competitive proposals.

This procurement carries no set-aside designation and is anticipated to be awarded to Thales USA, Inc. as the incumbent and sole source contractor. No specific contract value or budget range has been disclosed in this Pre-Solicitation Notice. The notice emphasizes that the Government makes no commitments to issue solicitations, make awards, or reimburse any expenditures incurred by interested parties prior to contract award. Firms interested in potential subcontracting opportunities should contact Kelly Pederson, Thales USA, Inc. Subcontracts Manager Lead, at kelly.pederson@thalesatmus.com. The Government will not accept telephone responses, and all information provided in this notice is subject to change without binding the Government to any solicitation or award actions.
