About this opportunity
The Department of the Army's Project Manager Abrams, under Program Executive Office, Ground Combat Systems, is conducting a Request for Information (RFI) to identify potential contractors for design, integration, and validation of armor and survivability enhancements for Abrams Tank Systems. The RFI seeks sources with extensive knowledge of the Abrams M1A2 system, capable of performing design, integration, procurement, and fabrication of ballistic test hardware with technical support for armor improvements. Contractors must demonstrate capabilities in creating computer-aided design (CAD) three-dimensional models compatible with manufacturing software and processes. Interested parties must provide a comprehensive capabilities statement and evidence of facilities approved for processing Top Secret/Special Access Program level information. Responses are due by June 6, 2025, with the primary objective of conducting market research to determine potential competitive procurement opportunities.
This pre-solicitation notice does not include a specific set-aside designation and does not identify incumbent contractors or precise award values. The contract will require contractors to have personnel with specific skills for managing classified information and hardware at the Top Secret/Special Access Program level, along with compliance with Nuclear Regulatory Commission (NRC) requirements for radioactive material handling. The opportunity is classified under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code (PSC) of AC33 for National Defense R&D Services. Potential contractors must demonstrate expertise in armor design, integrated component interfaces, and modification techniques for the Abrams tank system. The RFI is purely for market research purposes and does not guarantee a subsequent competitive procurement process.
