About this opportunity

Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source modification to an existing Delivery Order under Basic Ordering Agreement N001924G0004 with L3 Technologies Inc. for design, development, testing, deployment, and maintenance of engineering solutions supporting United States Navy ASW/USW tactical planning and employment, with responses due September 15, 2026.

The modification covers Acoustic System Performance Estimate Computer Tool (ASPECT) software development to support additional ASW platforms, including issue resolution, upgrade and improvement, and maintenance of the existing airborne Anti-Submarine Warfare fleet product. Work is performed under Program Manager ASW (PMA-264).

NAVAIR has justified the sole-source approach under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 on the grounds that L3 Technologies, located in Herndon, Virginia, is the Original Equipment Manufacturer of ASPECT and possesses the requisite knowledge of the ASW fleet product necessary to develop modifications and integrate improvements to the system. The Government does not possess adequate license rights to the required technical data package to support competitive procurement.

This is not a request for competitive proposals. However, interested parties may identify their interest and capability by the due date; NAVAIR will consider all information received to determine whether to conduct a competitive procurement. A determination not to compete remains solely at the Government's discretion. The requirement is classified under NAICS 541715 (Research and Development in Physical, Engineering, and Life Sciences) and PSC AC13 (National Defense R&D Services—Experimental Development).
