About this opportunity
The Naval Air Systems Command (NAVAIR) has awarded a Cost Plus Fixed Price (CPFF) Delivery Order N0001925F2268 to L3 Technologies Inc. for engineering support in developing and sustaining the Acoustic System Performance Estimate Performance Computer Tool (ASPECT) software. The sole-source contract, valued at $18,862,198, was awarded on March 11, 2025, with a 60-month period of performance, and is designed to improve fleet operations across multiple Navy platforms. The acquisition was conducted under Title 10, U.S.C. Section 3204(a)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements, specifically because L3 Technologies is the original equipment manufacturer with unique technical expertise in mission-planning software development. The delivery order will focus on enhancing Multi-Static Active Coherent (MAC) capabilities, improving passive planning, acoustic tools, and providing mission planning support for Foreign Military Sales.
