About this opportunity
Paragraph 1:
The Naval Research Lab (NRL) intends to award a cost-plus-fixed-fee contract to General Dynamics Mission Systems, Inc. for the design, development, construction, integration, and testing of Black Pearl class Autonomous Underwater Vehicles (AUVs). This acquisition will provide for the design and modification of NRL's existing Black Pearl class AUVs to accommodate newly developed NRL payloads, as well as the production and delivery of five uniquely modified Black Pearl class AUVs. The requirement is deemed to be available only from the original source, and interested parties are invited to submit capability statements demonstrating their ability to perform the required services.
Paragraph 2:
This pre-solicitation notice does not use any set-aside designations. The main NAICS code is likely 336611 (Ship Building and Repairing) and the PSC code is likely 1925 (Guided Missiles). General Dynamics Mission Systems, Inc. is the potential incumbent contractor. The budget for this effort is not specified, but the requirement involves the production and delivery of five uniquely modified Black Pearl class AUVs, along with associated maintenance, at-sea operations support, and engineering support during research missions.
Notice text
The Naval Research Lab (NRL) intends to award a cost-plus-fixed-fee contract to General Dynamics Mission Systems, Inc. in accordance with FAR 6.302-1, for the design, development, construction, integration, and testing of Black Pearl class Autonomous Underwater Vehicles (AUVs). This acquisition will provide for the design and modification of NRL's existing Black Pearl class AUVs to accommodate newly developed NRL payloads. Additionally, this action will provide for the production and delivery of five (5) uniquely modified Black Pearl class AUVs to accommodate payloads developed and provided by NRL, and Vehicle maintenance, at-sea operations support, and engineering support of the specialized modified vehicles during research missions.
The requirement is deemed to be available only from the original source in the case of a follow-on contract for the continued development of highly specialized services, therefore an award to any other source would result in a substantial duplication of cost to the government that is not expected to be recovered through competition. The Government cannot at this time transition the requirements and work to another contractor without significant cost and schedule impact to the current mission. The effort involves proprietary components that were developed by the contractor. No other company can assume the research and development required without substantial delay to mission and increased cost to the Government.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all capability statements received prior to the closing date shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information:
- Business name and address;
- Name of company representative, business title and email;
- Telephone number, address, and e-mail address of POC
- Large or Small Business Size and Type of Small Business (if applicable);
- Cage Code;
- DUNS Number;
- A brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable.
All information and data received in response to this posting marked or designated as corporate or proprietary information will be protected as such. Please include this notice number on all documents and email correspondence. Classified Material shall not be submitted. Please transmit responses by e-mail to Graham Irby, Contract Specialist, at Graham.d.irby.civ@us.navy.mil in either Microsoft Office or .pdf format.
