About this opportunity

The United States Coast Guard issued a Justification for Other Than Full and Open Competition on December 22, 2025, for a sole-source contract to procure design and installation of temporary modular facilities and utility infrastructure at USCG Station South Padre Island, Texas. The contract, awarded to JVR LLC, encompasses the furnishing, delivery, and installation of multiple trailer types including training, galley, berthing, office, medical examination, administration, restroom, storage, and fitness facilities, along with site preparation, concrete landing pads, raised trailer supports, fire separation systems, and utility infrastructure for power, water, sewer, and communications to support approximately 50 personnel. The sole-source justification is predicated on the contractor's existing site familiarity, proprietary designs, proven performance record, and demonstrated capability to rapidly mobilize and deliver facilities meeting USCG-specific operational and safety standards within a critical timeline. The procurement was necessitated by an operational facility fire that rendered the station's waterfront building inoperable, creating an urgent need to maintain mission readiness and ensure uninterrupted personnel support and operations. The total estimated contract value is $6,531,779, comprised of a base bid of $6,390,672 and an option item valued at $141,107, to be funded by Operations and Support appropriations in Fiscal Year 2026 under contract number 70Z08226CCEUM0001.

Notice text

Justification for Other than Full and Open Competition -

The Coast Guard requires design and installation of temporary trailer facilities, including training,
galley, berthing, office, medical exam, administration, restroom, storage, and fitness trailers. Work
includes stie preparation, installation of concrete landing pads, raised trailer supports, fire separation,
utility infrastructure (power, water, sewer, communications), and life-safety/security features in
compliance with USCG requirements. Without adequate facilities, personnel cannot be housed, fed,
trained, or supported to carry out these missions. Providing temporary trailers facilities ensures
uninterrupted operations, preserves mission readiness, and safeguards the health and welfare of station
personnel during the construction and transition period.
