About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District is conducting market research for a potential Design-Build Single-Award Task-Order Contract (DB SATOC) to provide construction services in Bulgaria and Romania, including facility repair, renovation, conversion, alteration, additions, and minor construction in support of IMCOM Europe. This pre-solicitation notice is for market research purposes only and seeks capability statements from interested vendors who must demonstrate their ability to perform contracts of similar magnitude and complexity, including projects completed within the past six years as either prime or subcontractor. Vendors must also show their capability for bonding and performing construction projects in Romania and Bulgaria, and may provide feedback on the Government's acquisition strategy. The capabilities statement must be submitted as a single PDF to specified contracting personnel by July 15, 2025, and should include company information, CAGE code, UEI number, and relevant project experience with location, customer, and project values. A potential solicitation may be published around August 2025 with a preproposal conference and site visit possible, leading to contract award around Spring 2026.
No set-aside designation applies to this procurement opportunity, and no current incumbents or contractors are identified in the notice. The DB SATOC may have a five-year ordering period with a maximum contract capacity of $49 million, while individual task orders for construction projects are expected to range between $100,000 and $5 million each. The contract structure is similar to a Job Order Contract but will not include a unit price book, and task orders may require design work as part of the deliverables. The solicitation, if issued, may utilize two-phase design-build procedures under FAR 16.5, FAR 36.3, and other applicable regulations and supplements. Companies must be registered and active in the System for Award Management (SAM) to be considered for any potential contract award resulting from this procurement.

The U.S. Army Corps of Engineers (USACE) Europe District is considering issuing a solicitation for a new (not a reprocurement) Design-Build Single-Award Task-Order Contract (DB SATOC) for construction projects in Bulgaria and Romania. The DB SATOC may have a five-year ordering period with a maximum capacity of $49M, and task orders for construction projects may be between $100,000.00 and $5,000,000.00 each. A solicitation may be publicized around August 2025, with a possibility of a preproposal conference and/or site-visit, and a contract award around Spring 2026.
The solicitation may use the two-phase design-build procedures of FAR 16.5, FAR 36.3, and other regulations and supplements.
PROJECT DESCRIPTION
The DB SATOC is intended to provide quick response for facility repair, renovation, conversion, alteration, additions, construction, and the procurement/installation of minor construction, in support of IMCOM Europe. Similar to a Job Order Contract (JOC), this new contract vehicle would give the Government and Contractor opportunities for joint scoping. Unlike a JOC, however, there would not be a unit price book, and task orders may require designs.
