About this opportunity
The U.S. Army Corps of Engineers (USACE), Louisville District intends to issue a solicitation for the design-build repair of Building 315, a 33,337 square foot Army Reserve Center located in New Cumberland, PA. The project involves comprehensive repairs to a facility supporting multiple military units, including Engineer, Finance, Legal, and DLA support detachments. Contractors must demonstrate expertise in earthwork construction, masonry structures, structural steel, and underground utility extensions, with familiarity in local construction practices. The repair scope includes addressing mechanical, plumbing, and electrical systems that are currently non-compliant with life safety, Americans with Disabilities Act (ADA), and Antiterrorism/Force Protection (AT/FP) standards. The solicitation (W912QR25RA018) is currently posted with a response deadline of April 22, 2025, and the project is expected to be funded through FY 2026 Operation and Maintenance, Army Reserve Sustainment Restoration and Modernization funds.
The opportunity is designated as a Total Small Business Set-Aside, specifically targeting small business contractors in the Commercial and Institutional Building Construction sector (NAICS 236220). The project duration is estimated at 1,100 calendar days from the contract Notice to Proceed, though this timeline is subject to potential modifications. While specific award values are not detailed in the pre-solicitation notice, the comprehensive nature of the repairs suggests a significant contract scope. The building, originally constructed in July 1992, requires extensive renovations to meet current operational and safety standards. Interested small businesses should carefully review the detailed requirements and prepare comprehensive proposals that demonstrate their capability to successfully complete this complex military facility rehabilitation project.
