About this opportunity

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to award a sole source contract to Rolls-Royce Marine North America, Inc. (RRMNA) for Design Agent Engineering Services. The contract will support design development, non-recurring engineering, shipboard troubleshooting, diagnosis, repair, calibration, and verification efforts for specific naval ship systems including the Integrated Bridge System, Control Area Network and Maneuvering Steering & Propulsion Control System, Machinery Control System, and Propulsion Load Management Unit. The contract is being pursued under 10 U.S.C. 2304(c)(1), which allows for single-source procurement when only one vendor can fulfill requirements. Interested parties may identify their capabilities by submitting written responses via email to David Rhoads before the June 24, 2021 closing date. The government will review submissions to potentially determine whether to conduct a competitive procurement, though they retain full discretion in the final decision.

The pre-solicitation notice indicates no specific set-aside classifications for this opportunity. The proposed contract award is scheduled for the second quarter of fiscal year 2022, with RRMNA identified as the sole source due to their status as the original equipment manufacturer (OEM). As the only entity capable of providing lifecycle support for specific control modules and software integrated into marine systems, RRMNA will be the exclusive contractor. The contract falls under the Engineering Services NAICS category (541330) and the Technical Representative-Ship and Marine Equipment Product Service Code (L020). While no specific award value was disclosed, the comprehensive engineering services span multiple naval vessel classes including the Littoral Combat Ship Freedom Class, LSD 41/49 Class ships, and DDG-51 Arleigh Burke Class ships.
