About this opportunity
The Naval Sea Systems Command, specifically the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), issued this Special Notice on September 24, 2025, to announce its intent to consolidate multiple existing task orders under a single contract vehicle. The notice was posted in accordance with Federal Acquisition Regulation (FAR) 7.107-5(c), which requires advance notification of contract consolidation plans. This is an informational announcement regarding the consolidation of five separate program management support contracts into one integrated effort. The Special Notice does not constitute a formal solicitation, and the government explicitly stated that responses, quotes, or proposals are not being requested at this time. The announcement serves as advance notification to the contracting community regarding NSWCPD's consolidation strategy and future procurement plans.
The consolidation combines five existing task orders currently performed by four contractors—Noblis MSD, LLC, Life Cycle Engineering, Inc., Orbis Sibro, Inc., and NDI Engineering Company—into a single SeaPort-NxG small business set-aside contract. The consolidated requirement will provide program management support and systems engineering services for Hull, Mechanical, and Electrical (HM&E) systems supporting U.S. Navy amphibious and surface ships, including activities related to maintenance, modernization, upgrades, and project management. The future contract will feature a one-year base period followed by four one-year option periods, with market research indicating that at least four small businesses and three large businesses are capable of performing the work. Key benefits cited for consolidation include reduced acquisition cycle times of at least twelve months, administrative cost savings, improved workforce stability, enhanced quality of engineering support through single-point-of-contact management, and operational efficiencies. Only small businesses are eligible to compete for this set-aside opportunity when the consolidated contract is formally solicited.
