About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal is seeking depot-level repair and rebuild services for major assemblies and sub-assemblies of the Homing All the Way Killer (HAWK) Missile System in support of foreign military sales (FMS) customers. This non-competitive solicitation will be executed in two phases: an inspection phase (teardown, test, and evaluation) funded on a firm fixed price basis, and a repair phase (repair and return of assets) funded on a cost plus fixed-fee basis. The contract will be awarded on a sole source basis under statutory authority provided by 10 U.S.C. Section 3204(a)(7) and FAR 6.302-7, with the determination that full and open competition is not in the public interest. Sielman S.A. is identified as uniquely qualified and equipped with the necessary specialized test equipment to support depot-level overhaul and repair requirements that the USG does not have in-house capability to provide. The solicitation was posted on December 11, 2025, with a deadline for submission of December 29, 2025.
This solicitation contains no set-aside designations and anticipates award to the incumbent contractor, Sielman S.A., located in Volos, Greece (CAGE Code G1005). The contract represents a ceiling increase to an existing hybrid contract, with performance scheduled from November 14, 2023 through November 13, 2028, plus a 6-month extension option extending through May 13, 2029. The work falls under NAICS code 336414 (Guided Missile and Space Vehicle Manufacturing) and PSC code J059 (Maintenance/Repair/Rebuild of Electrical and Electronic Equipment Components). All work will be performed at the contractor's facility in Volos, Greece. While specific award values are not disclosed in this notice, the contract ceiling is being increased from the current hybrid contract amount to accommodate the anticipated scope of repair and rebuild services for HAWK Missile System components.
Notice text
This is a Non-Competitive (Notice of Intent) combined Synopsis Solicitation to Award a Contract without providing for full or open competition. The United States Government (USG) anticipates a ceiling increase of a current hybrid contract to acquire depot level diagnostic and repair services for the Homing All the Way Killer (HAWK) Missile System and sub-assemblies in support of foreign military sales (FMS) customers. This action will be completed in a two-phased approach: 1) Inspection and 2) Repair. The inspection phase includes teardown, test, and evaluation (TT&E) and is funded on a firm fixed price (FFP) basis. The second phase includes R&R of assets to FMS customers and is funded on a cost plus fixed-fee (CPFF) basis. The Period of Performance will be 14 November 2023 through 13 November 2028, with a 6-month extension option through 13 May 2029.
The USG anticipates this effort to be awarded on a sole source basis to Sielman S.A., A Industrial Area, Road C-6, 38500, VOLOS, GR, Greece, CAGE Code G1005. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 3204(a)(7), as implemented in Federal Acquisition Regulation (FAR) 6.302-7, full and open competition need not be provided for when the head of the agency determines that it is not in the public interest in the particular procurement concerned. Subsection 1244(a)(2) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (NDAA FY2023), as amended by section 1242 of the FY24 NDAA, implemented in DPC Class Deviation 2024-O0005, provides that a “covered contract” may be presumed to be in the public interest, and waives the requirements at FAR 6.302.7(b) to discuss why none of the other exceptions to full and open competition apply.
Sielman S.A. is uniquely qualified and equipped to support the immediate overhaul and R&R requirements. The USG does not have a depot capability with the unique test equipment necessary to support depot level overhaul and repair of HAWK major end items (MEIs). The HAWK MEIs listed below are planned to be overhauled through Sielman, S.A. in support of the Ukraine effort.
