About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking maintenance and warranty services for the Deployable Integrated Telecommunications Test Range (DITTR), a multi-vehicle RF threat emitter system operated by the Intelligence Electronic Warfare Test Directorate (IEWTD) at the U.S. Army Operational Test Command. The DITTR system, which has been in service for approximately 15 years, supports Electronic Warfare missions within the Army Test and Evaluation Command and Department of Defense by providing critical RF threat emulation capabilities for operational testing. The contract will encompass comprehensive hardware and software maintenance, warranty coverage for proprietary equipment, technical support services including trouble ticketing and remote troubleshooting, software updates and license agreements, and Return Materials Authorization services. The Army currently intends to award this as a sole source contract but is conducting market research to identify potential competitive sources, particularly encouraging responses from small businesses across various socioeconomic categories. Interested parties must submit detailed capability statements by August 27, 2025, at 4:00 PM CST, with responses limited to five pages and including specific information about firm qualifications, experience, and competitive capabilities.

This opportunity is designated as a Total Small Business set-aside under NAICS code 517810 (All Other Telecommunications) with a $40 million size standard, and the government is specifically seeking responses from 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran Owned, and Women-Owned Small Business concerns. TLC Solutions, Inc. appears to be the incumbent contractor, as the Army currently intends to award them a sole source firm fixed price contract, and the requirement is presently being fulfilled under contract W91151-20-C-0025. The contract period will span from August 19, 2025, to February 18, 2031, encompassing a base period and four subsequent ordering periods totaling approximately 5.5 years of support services. Performance will primarily occur at Fort Huachuca, Arizona, with remote support capabilities also required. The contractor will be expected to provide varying response times for technical support based on issue severity, ranging from 60 minutes for critical faults to 2 business days for minor issues. This Sources Sought Notice represents an information-gathering phase rather than a formal solicitation, as the government evaluates the competitive landscape for this specialized electronic warfare support requirement.
