About this opportunity

The Defense Media Activity (DMA) is seeking a turnkey web application software solution for the Department of War (DoW) Public Website Program and Services through this pre-solicitation notice. The solution must be a publicly accessible platform that operates within a DoD-approved commercial cloud service provider under the Joint Warfighting Cloud Capability (JWCC) framework. Key requirements include compliance with the 21st Century Integrated Digital Experience Act, Section 508 of the Americans with Disabilities Act, and support for the United States Web Design System (USWDS), along with integration capabilities with the DoW Digital Asset Management System (DAMS) for digital asset management. The software must meet DoD Cloud Computing Security Requirements and Risk Management Framework (RMF) standards while providing authenticated access for website administrators and content managers. The deadline for vendor white paper submissions is December 12, 2025, at 1:00 PM EST, and interested companies must request attendance for the Industry Week scheduled for January 12-15, 2026, at Fort Meade, Maryland by December 22, 2025.

This pre-solicitation notice carries no set-aside designation and does not guarantee a future contract award, as it is issued for market research purposes only. No incumbent contractor or award value is identified in the notice. Vendors are required to submit a 10-page white paper detailing their capabilities, past performance, and proposed solution approach, with the target NAICS code being 541512 (Computer Systems Design Services). The solicitation targets companies capable of developing an enterprise content management system with multi-site capabilities, implementing zero-trust architecture, and supporting AI-enabled content management features. Prospective vendors are encouraged to participate in the upcoming industry demonstrations scheduled for January 12-15, 2026, where they will have opportunities to present their solutions and engage with government representatives.
