About this opportunity
The Department of Defense (DoD) has issued a Special Notice seeking public comments on the implementation of a Pilot Program for Anything-As-A-Service, as mandated by Section 809 of the 2024 National Defense Authorization Act. The Office of the Secretary of Defense is exploring innovative approaches to address DoD needs through consumption-based solutions that provide on-demand access and flexible capabilities. This Request for Information (RFI) aims to gather input from the public regarding proposed product service codes and other relevant implementation details for the pilot program. The notice was posted on November 22, 2024, with the primary goal of refining the program's parameters and understanding potential approaches to service delivery. The RFI represents a strategic effort by the DoD to modernize its procurement and service acquisition methodologies.
Contractors and interested parties are invited to submit comments via email to Ms. Paula Smith by December 12, 2024, with the subject line "RFI Response to XaaS Pilot Program" to osd.pentagon.ousd-a-s.mbx.asda-dp-c-contractpolicy@mail.mil. The pilot program will focus on three primary service subsets: software-as-a-service, data-as-a-service, and space-as-a-service. While no specific set-aside has been designated, the DoD is seeking comprehensive input that can help shape the program's future implementation. The ultimate objective is to establish a pilot program that enables quick capability additions, usage-based billing, and fixed-price units for various service needs. Although the specific implementation date is yet to be determined, the RFI represents a significant opportunity for industry stakeholders to provide meaningful input into a potentially transformative DoD procurement approach. Interested parties should carefully review the attached documentation and prepare detailed, constructive feedback that can inform the pilot program's development.
