About this opportunity

The Department of Commerce (DOC) has issued a Special Notice to announce its procurement strategy for a Cloud Services Provider Vehicle Blanket Purchase Agreement (BPA). Posted on April 23, 2026, this notice serves to inform industry stakeholders of the DOC's long-term cloud acquisition planning. The vehicle carries an estimated value of $4.105 billion over a 10-year period and is intended to deliver native hyperscale cloud services across the Department. This is an informational notice only, and the DOC is not actively soliciting quotes, proposals, or feedback at this time. The notice provides transparency regarding the Department's cloud infrastructure procurement approach going forward.

The DOC will utilize a Direct-to-CSP (Cloud Service Provider) strategy to procure these services, driven by the highly specialized technical requirements necessary for mission success. These requirements include massive compute elasticity supporting 25,000+ concurrent virtual CPUs, proprietary global backbones exceeding 100 Tbps capacity, and specific hardware configurations optimized for artificial intelligence, machine learning, and weather modeling applications. Eligibility is strictly limited to Original Equipment Manufacturers (OEMs) acting as Cloud Service Providers and holding a current GSA Multiple Award Schedule (MAS) contract under SIN 518210C. The procurement will be executed through GSA eBuy under the authority of GSAR Subpart 538.71. Interested parties should direct inquiries to the Contracting Officer, Eric Olmstead, at eric.olmstead@noaa.gov.
