The Department of the Army Medical Command is seeking to procure two Dental Diode SIROLaser Blue units for the William Beaumont Army Medical Center Dental Clinic 3 in El Paso, Texas. The solicitation requires a multi-wavelength laser diode system with specific technical capabilities, including options for 445nm, 660nm, and 970nm wavelengths, compatibility with dental chair trays, and integrated features like an emergency stop button and internal air cooling. The procurement will follow a Lowest Price Technically Acceptable (LPTA) source selection process, with proposals due by April 2, 2025. The laser must be new, not refurbished, and include additional equipment such as protective safety goggles, therapy light guide, fiber cutter, bending tool, and rechargeable battery. Vendors must be authorized dealers capable of providing comprehensive documentation and complying with the Original Equipment Manufacturer's warranty.

The solicitation initially appeared to have no specific set-aside, but market research indicates a preference for the SIROLaser Blue from Dentsply Sirona, with a total procurement value of $24,096.00 using Operations & Maintenance Army funds for fiscal year 2025. The contract requires delivery of two laser units on or before May 16, 2025, to Fort Bliss, Texas, with delivery limited to business hours (08:00-15:00 MST) Monday through Friday, excluding federal holidays. The procurement is specifically targeted under NAICS code 339114 for Dental Equipment and Supplies Manufacturing, with a size standard of 750 employees. Two authorized distributors, Henry Schein and Patterson Dental Supply, have been identified as potential suppliers. The laser's unique features, including being the first FDA-cleared Blue Laser for dental use, offer no-contact cutting and improved hemostasis for various dental procedures, particularly soft tissue and periodontal treatments.
