About this opportunity
The Department of Energy's Office of Environmental Management issued a Request for Application on June 19, 2026 to solicit proposals for a long-term lease of property at the Idaho Nuclear Technology and Engineering Center to demonstrate large-scale commercial recycling of approximately 3,400 Advanced Test Reactor used nuclear fuel elements (3 metric tons of 93%-enriched uranium) currently stored at the site. Applicants must recover High Assay Low Enriched Uranium as the primary product and bear all costs for design, financing, permitting, construction, operation, and decommissioning. Eligible applicants must hold active SAM.gov registration with a Unique Entity Identifier, maintain majority domestic ownership and control, be organized under U.S. law, and comply with Entity of Concern prohibitions under the CHIPS and Science Act. Applications are limited to 50 pages plus attachments and must address executive summary, facility and technology maturity, nuclear materials plans, project schedule in Work Breakdown Structure format, site integration, regulatory compliance pathway, financing, and organizational experience. Evaluation focuses on likelihood of project success, experience and capabilities, budget and financing, regulatory compliance and siting, with additional consideration for diversity of technical approaches and domestic supply chain utilization. An Industry Day is scheduled for May 27, 2026 at 8:00 a.m. MST in Idaho Falls; contact Aaron S. Nebeker at nebekeas@id.doe.gov for details. Technical questions are due May 19, 2026. DOE reserves the right to select all, some, or none of the applications.
