About this opportunity
The Administration for Children and Families (ACF) within the Department of Health and Human Services has issued a Request for Information (RFI) seeking technology vendors to demonstrate innovative solutions for child welfare programs. This Special Notice invites technology vendors to participate in demonstration sessions that will showcase solutions addressing critical challenges faced by child welfare systems nationwide. The RFI focuses on identifying advanced technologies that can enhance child welfare service delivery and transform how these programs operate. ACF aims to understand current industry capabilities and offerings that could support child welfare agencies across the country. The demonstration sessions are designed to show what technological solutions are currently possible and already being implemented in child welfare programs.
The primary purpose of this RFI is to inform ACF's technology strategy and support planning for child welfare agencies nationwide by gathering information about available solutions addressing 12-13 critical child welfare challenges, including quality improvement, family finding, federal reporting, foster home recruitment, assessment tools, outcome measurement, safety assessment, service linkages, service coordination, staff training, system modernization, and data transformation. Technology vendors must submit two-page responses by July 31, 2025, at 11:59pm EST, providing details about their solutions, successful use cases, implementation considerations, and open-source components. ACF will prioritize technologies with proven success in production environments, quick implementation timelines, modularity, and interoperability capabilities. The demonstration sessions will be conducted virtually or in hybrid formats during 2025, featuring four vendors per session lasting 1-2 hours each. This RFI is strictly for information gathering purposes and does not constitute a solicitation or guarantee future contract opportunities.
