Demolition and Abatement Contract
FA9301-15-R-0005


The Air Force Test Center (AFTC) requires a contractor to furnish all management, personnel, vehicles and equipment to perform duties such as, but not limited to demolition, abatement, and disposal services of various buildings, infrastructures, and associated pavements at Edwards Air Force Base (EAFB), California including the Air Force Research Laboratory (AFRL), Air Force Plant 42 and other tenant organizations.


It is the contractor's responsibility to ensure that all demolition and abatement work performed is in accordance with all Air Force, federal, state, county, and local statutes, laws, regulations, safety requirements, instructions, manuals, handbooks, regulations, guidance, and policy letters. The drawings, specifications and standards set forth in the terms and conditions of this contract, Statement of Work (SOW), and subsequent task orders which include, but are not limited to the California General Permit for Storm Water Discharges from Large and Small Construction Activities, the National Emission Standards for Hazardous Air Pollutants (NESHAP), Professional Grounds Management Society (PGMS), Environmental Protection Agency (EPA) Regulations and Codes, Unified Facilities Guide Specification (UFGS) Codes, American Society for Testing and Materials (ASTM), National Fire Protection Association (NFPA), National Electrical Code (NEC), International Building Code (IBC), International Mechanical Code (IMC), EAFB Design Standards, and Asbestos and Lead Management Plans. The Contractor shall also have and maintain a license for asbestos and lead based paint demolition and abatement services issued by the State of California and individuals conducting lead based paint (LBP) activities must have training mandated by the Occupational Safety and Health Administration (OSHA) in accordance with 29 CFR 1926 "Lead Exposure in Construction".


The anticipated contract will be a Five Year, Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity type (ID/IQ) contract. This acquisition will be a competitve 8(a) program set-aside, restricted to firms with a bona fide office in the state of California in accordance with 13 Code of Federal Regulations (CFR) 124.507(c)(2). The applicable North American Industry Classification System (NAICS) number for this effort is 238910 Site Preparation Contractors, with a size standard of $15.0M. The Government intends to issue a single solicitation and make a single award to one offeror. Contract award is expected in July 2015. Period of performance is 15 July 2015 to 14 July 2020 with a possible six-month option period of 15 July 2020 to 14 January 2021. Proposal evaluation will be conducted utilizing Past Performance Tradeoff (PPT) procedures evaluating Price, Technical, and Past Performance. The Air Force will award to the offeror who provides the best overall value to the Government.


The solicitation is anticipated to be issued on FedBizOpps in February 2015 with a 30-day response period under solicitation # FA9301-15-R-0005. A site visit/pre-proposal conference will be held prior to the proposal due date. All information regarding the site visit/pre-proposal conference will be posted within the solicitation.

This notice is not to be construed as a commitment by the Government and does not restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a proposal in response to the solicitation.
