About this opportunity

The Department of the Air Force Reserve Command has issued a Synopsis of Contract Action for the conversion of a Delta Scientific Corporation vehicle barrier system at Homestead Air Reserve Base in Florida. The contracting unit intends to award a sole source contract to Delta Scientific Corporation for converting their current HD-300EM electro-mechanical vehicle barrier system to a hydraulic HD-300H system. This conversion is being pursued under the authority of FAR 6.302-1, which allows for sole source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The barrier system is located at an Access Control Point with enhanced security controls, and Delta Scientific is positioned as the only company capable of performing this specialized work. The contract award date and number are to be determined.

The primary objective of this conversion is to upgrade the existing vehicle access control barriers from electro-mechanical to hydraulic operation while maintaining the same operational sequences currently in place. Interested parties have until July 8, 2025, at 5:00 PM EST to submit initial feedback, comments, questions, or capability statements via email to the designated contracting officers. All responsible sources may submit capability statements for agency consideration, though the government emphasizes this is a courtesy notice only and does not constitute a commitment to proceed with procurement. Delta Scientific's unique position stems from the fact that they will not provide factory warranty coverage if the conversion work is performed by a third party, and their exclusive expertise with these specialized security barrier systems at critical access control points makes them the sole viable contractor for this requirement.
