About this opportunity
NASA's Shared Services Center seeks a Thermo Fisher Scientific Delta Q Isotope Ratio Mass Spectrometer under a brand name procurement, with quotes due July 17, 2026 at 4:00 p.m. CT and questions due July 15, 2026 at 4:00 p.m. CT. The procurement is set aside for small business. All offerors must be authorized resellers or distributors of the original equipment manufacturer and must provide proof of manufacturer pricing and confirmation of authorization to resell.
Place of performance is Greenbelt, Maryland. The system replaces an existing Delta V IRMS and must deliver within eight weeks of purchase order issuance. The instrument must measure stable isotope ratios including 13C/12C, D/H, 15N/14N, 18O/16O, and 34S/32S with sensitivity better than 800 molecules of CO2 per ion and benchmark precision of less than 0.1‰ for 13C in continuous flow mode. The deliverable includes the Delta Q Mass Spectrometer (HD Ready), differential pump module with 70 L/s turbomolecular pump, dual inlet system (HiPace), Qtegra ISDS software, ConFlo-IV interface, and power conditioner. The instrument must integrate seamlessly with existing Thermo Scientific peripherals—ConFlo IV, GasBench II, GC Isolink II, Trace GC 1610, ISQ 7610 Quadrupole Mass Spectrometer, and Flash Elemental Analyzer—without third-party modifications.
The contractor must provide OEM-certified field service engineer support for installation and commissioning, on-site familiarization training, and a minimum one-year comprehensive OEM warranty covering parts, labor, and travel. Award is firm-fixed-price to the lowest price technically acceptable offeror. NAICS code is 334516; PSC code is 6640. Offerors must be SAM.gov-registered and provide two points of contact. All correspondence must reference ID 80NSSC26936581Q. Delivery is FOB Destination; the instrument qualifies for duty-free entry.
