About this opportunity
The Federal Retirement Thrift Investment Board (FRTIB), a civilian agency, has issued a Special Notice announcing its intent to award a sole source purchase order to CEM Benchmarking Inc. for a benchmarking tool subscription. The procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 6, specifically utilizing FAR 6.302-1(a) for a single-source award. The contract falls under the North American Industry Classification System (NAICS) code 541611 for Administrative Management and General Management Consulting Services. A Justification for Limited Sources has been approved and is on file for this procurement. The proposed award is a firm fixed price purchase order designed to support the agency's specific data and benchmarking needs.
The primary objective of this Special Notice is to acquire a comprehensive benchmarking tool that will enable the FRTIB to compare the Thrift Savings Plan against other Defined Contribution plans. The contract includes a 12-month base period starting in Winter 2025 with four additional 12-month option periods through Winter 2029. Contractors interested in responding must submit all materials electronically to ronald.rheinardt@frtib.gov and FRTIBAMDOperations@frtib.gov no later than February 7, 2025, with late submissions being automatically disqualified. While this is a sole source procurement specifically targeting CEM Benchmarking Inc., the agency conducted prior market research through RFI FRTIB1-24-RFI-0001 and determined that CEM was the only vendor capable of meeting their specific requirements. The subscription will provide the FRTIB with annual plan-specific reports, an online dashboard with unlimited user access, entry to a peer network, and participation in an annual conference.
