About this opportunity

The Defense Intelligence Agency's Missile and Space Intelligence Center (MSIC) is seeking contract support for research, development, and sustainment of hardware, systems, and software capabilities to enable all-source intelligence analysis and production for the DIA, Department of Defense, and national-level intelligence efforts. The anticipated procurement is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract structured as a full and open competition with no set-asides. Offerors must demonstrate security facility capabilities, including a minimum of 50 SCIF (Sensitive Compartmented Information Facility) workstations at the Top Secret/Sensitive Compartmented Information (TS/SCI) level for other-than-small businesses, with at least 25 workstations located within 180 miles of Redstone Arsenal, Alabama. The government will evaluate proposals across multiple factors including security clearances, technical and management capability, past performance, and small business participation commitments, with proposals assessed on a pass/fail or rating basis depending on the evaluation criterion. The question and answer period for the draft solicitation closed on January 30, 2026, with the finalized RFP anticipated for release in December 2025 and proposal responses due in 2026.

The COMET contract carries no small business set-aside, though the government mandates that 30 percent of total contract value must be performed by small businesses, with specific allocations designated for Small Disadvantaged Business, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and Historically Underutilized Business Zone firms. The estimated ceiling for the entire ten-year ordering period (five-year base plus one five-year option) is $14,088,291,226. The base ordering period is scheduled to run from May 15, 2026 to May 14, 2031, with an option period extending to November 14, 2036. Supporting task orders may have up to a one-year base period with four additional one-year option periods, and individual task orders may utilize various contract types including Time and Materials, Cost-Plus Fixed Fee, and Firm-Fixed Price structures. The work will be performed primarily at the Missile and Space Intelligence Center in Redstone Arsenal, Alabama, requiring contractor personnel to maintain TS/SCI security clearances and specialized expertise in missile systems analysis, intelligence research, modeling and simulation, and technical intelligence across various weapon platforms.
