About this opportunity
The Defense Information Systems Agency issued a Limited/Sole Source Justification Notice on February 18, 2026, for the Defense Contract Management Agency (DCMA) Enterprise Network Support Services (ENSS) Bridge 2 contract, which was awarded on February 13, 2026. This IT and Telecom Security and Compliance Support Services contract serves as a bridge solution to maintain DCMA's network operations during the transition period between the expiration of the previous contract (HC102818D0001/HC104725F0001) and DCMA's migration to the Department of Defense Network (DoDNet) initiative. The justification for this limited competition exception is based on the directed consolidation of disparate Defense Agency and Field Activity IT architectures into a single DoDNet service provider architecture, as mandated by the Deputy Secretary of Defense in August 2019. The specific identity of the awarded vendor, contract amount, and detailed service timeline were not disclosed in this notice, though the contract was awarded under NAICS code DJ01 for labor-based security and compliance support services.
Notice text
This is an exception to fair opportunity issued to bridge the time between the expiration of Contract/Order HC102818D0001/HC104725F0001 and the migration of these requirements to the Department of Defense Network (DoDNet) initiative. The DoDNet initiative is led by DISA to centralize Department of Defense (DoD) common-use information technology (IT) from disparate Defense Agency and Field Activity (DAFA) architectures to a single service provider (SSP) architecture. This was directed by the Deputy Secretary of Defense in an August 15, 2019, memorandum, titled “Fourth Estate Network Optimization Execution Guidance”. DCMA’s common-use IT is currently supported under the ENSS requirement; however, it is among the disparate DAFA architectures which are being converged to DoDNet’s SSP architecture.
Awarded contract HC102818D0001 to unknown vendor for unknown amount on 2026-02-13.
