About this opportunity

The General Services Administration Assisted Acquisition Services Region 3, on behalf of the Defense Manpower Data Center, intends to increase the ceiling on Task Order 47QFMA23F0023 awarded to Leidos Inc. on a sole-source basis for Defense Civilian Personnel Data System (DCPDS) Software Sustainment Support Services.

The justification for sole-source award cites the incumbent contractor's three years of successful performance, specialized institutional knowledge of the system, cleared personnel with existing system access, and the impossibility of conducting a competitive recompete within the tight timeline before Option Period 2 expires on September 27, 2026. A full competitive procurement would require an estimated 9–12 months, exceeding the available window. The modification supports Option Period 3, running September 28, 2026 through September 27, 2027. The contract is structured as a combination Firm-Fixed-Price and Labor Hour arrangement under FAR 16.505 ordering procedures on the GSA Alliant 2 Government-wide Acquisition Contract (GWAC). The contractor provides web-based human resources information management and transaction processing services supporting over 900,000 civilian employee records and 1.5 million position records globally. Fair and reasonable pricing will be determined by comparing Leidos's revised proposal against an Independent Government Cost Estimate and market research data using existing labor rates from the original award. GSA plans to conduct a competitive recompete through the DMDC Defense Human Resources Agency (DEHRADS) Blanket Purchase Agreement, which includes ten active BPA holders.
