The solicitation number is M15PS00048 and the solicitation is issued as a Request for Proposal (RFP). The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking contractor support to develop decommissioning cost estimates for renewable energy facilities within the next five (5) years. The cost estimates will provide BOEM with supporting information and documentation to inform its decision on the amount of decommissioning financial assurance that it will require for each project pursuant to 30 C.F.R. §585.516-517 . BOEM¿s renewable energy regulations at 30 C.F.R. §585.902(a)(1-2) require removal of all project facilities and clearance of any obstructions on the seafloor associated with the project. In the case of a lessee¿s default or bankruptcy, the decommissioning financial assurance is intended to cover the costs of facility removal and subsequent restoration of the seabed to pre-construction conditions. The Government anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) type contracts as a result of this solicitation. Multiple task orders (TO) may be issued under this IDIQ contract on a Firm-Fixed-Price (FFP) basis. Teaming is encouraged to provide a complete solution to this requirement.
