Several general questions were asked during the site visit, primarily focused on the design and orientation of the bridge; the answers are contained within the project plans and specifications issued on 7/10/14 and responses were deferred pending its release.

NOTE: The project drawings and specifications call for a prefabricated steel superstructure design. Alternate materials (e.g., aluminum) will be considered in lieu of steel; contractor shall submit sufficient information about alternate materials with their proposal to confirm conformance with standard (FP-03) specifications for trail bridges.
All other terms and conditions remain unchanged; an SF30 will not be issued.

This construction project is to supply, deliver and install a prefabricated 52' x 4' trail bridge with abutments. Associated items of work include clearing and grubbing, excavation, tread restoration, drainage, tread stabilization, reconstruction and construction of structures. Project is outside of designated wilderness area. The allotted time for contract performance is 90 days from Notice to Proceed. All work shall be performed on the Gunnison Ranger District of the Grand Mesa-Uncompahgre-Gunnison NF in Gunnison County, Colorado.
This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $33.5 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered in the System for Award Management (www.sam.gov) database to be eligible for award. Offerors must respond to all instructions in Sections B, K and L of the solicitation to be considered responsive. Offerors that fail to meet these criteria may not be considered for award.
The statement of magnitude for this project is between $25,000 and $100,000. A payment bond (or alternate form of payment protection) will be required. Performance and bid bonds are not required.
A pre-proposal conference is planned for 10:00AM on July 1, 2014 at the Deadman Trailhead. From Gunnison, CO, proceed northerly along Colorado Highway 135 approximately 20.5 miles to the intersection of Cement Creek Road, County Road 740, which becomes National Forest System Road (NFSR) 740. Proceed along NFSR 740 approximately 8 miles to the intersection with Deadman Trail, NFST 420. The trailhead is on the right. It is another 350 feet up the trail to the intersection with Cement Creek and the bridge location.
The anticipated date for issuance of the solicitation is on or about July 1, 2014. The actual due date will be identified on the solicitation.
