About this opportunity
The Defense Logistics Agency Distribution is procuring bulk road salt with non-hardening agents through a combined synopsis/solicitation (SP3300-25-Q-0215) for delivery to their New Cumberland, Pennsylvania facility. The solicitation seeks rock salt that complies with ASTM D632-99, Type 1 Grade 1 specifications, to be delivered on an as-needed basis with a minimum order quantity of 20 tons per call. Contractors must deliver the salt within 3 to 5 days after government notification, ensuring the material is transported tarped, dry, and free of debris. The government reserves the right to refuse loads that do not meet these standards through visual inspection. The original solicitation had a response deadline of June 18, 2025, though Amendment 0001 was posted on June 16, 2025, to add an omitted contract line item.
This procurement is designated as a 100% small business set-aside under NAICS code 212390 (Other Nonmetallic Mineral Mining and Quarrying) with a size standard of 500 employees. The contract structure includes a base year and four option years, spanning from September 1, 2025, to August 31, 2030, with an estimated quantity of 1,000 tons annually. The government intends to award one firm-fixed-price contract on Standard Form 1449, with payment based on actual tons delivered rather than the estimated quantities. Performance will take place at the DLA Distribution facility in New Cumberland, Pennsylvania, with the contractor responsible for delivering salt to this location according to the specified delivery timelines and quality standards.
