About this opportunity
The Naval Air Warfare Center Training Systems Division intends to negotiate on a sole-source basis a contract with Wartsila Defense, Inc. dba Defense Maritime Solutions for modifications to the DDG-1000 Full Mission Bridge training device, with a pre-solicitation notice response deadline of August 6, 2026.
The modifications comprise two Technical Equipment Change Requests: a model update and student role-based access enhancements addressing cybersecurity. Work will be performed at the Zumwalt Training Facility in San Diego, California. The Government justifies the sole-source approach under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that Wartsila originally developed and integrated the DDG-1000 Full Mission Bridge trainer and maintains the customized NAVI-PRO baseline, source code, software interfaces, vessel models, and configuration management history. Market research confirms no other source possesses the proprietary software knowledge, source-code access, customized baseline familiarity, and integration history necessary to perform the required modifications without substantial duplication of cost, schedule delay, or technical risk. The contractor operates under CAGE Code 0EYA6. A single award is anticipated upon completion of acquisition planning and approval actions. No dollar value or period of performance is specified in the pre-solicitation notice.
