About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking sources for wireless telecommunications services through a Sources Sought Notice. The government currently intends to award a sole-source Firm Fixed Price contract to CELLCO PARTNERSHIP (Verizon Wireless) for comprehensive wireless service requirements. Key contract requirements include 189 phone lines with unlimited data/voice/text, 189 smartphones, 96 unlimited data-only lines with MiFi devices, international service, Wireless Priority Service, router services, and 36 iPads with peripherals. Interested vendors are encouraged to submit detailed capability statements demonstrating their ability to meet these requirements, with a specific focus on identifying potential competition opportunities. Responses must be submitted to Contract Specialist Keosha Moss via email by 08:00 on January 8, 2025, using the NAICS code 517112 for Wireless Telecommunications Carriers.

The procurement does not currently have a specific set-aside designation, though the government is actively soliciting responses from small businesses across all socioeconomic categories, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The statutory authority for the potential sole-source procurement is based on FAR 16.505(b)(2)(i)(B)-1, which allows for a single awardee when supplies or services are unique or highly specialized. While no specific award value is mentioned, the comprehensive nature of the wireless service requirements suggests a significant contract scope. Vendors are requested to provide detailed information about their capabilities, including previous experience, pricing structures, delivery schedules, and potential subcontracting arrangements. The government reserves the right to determine whether to compete the requirement based on the responses received.
